Communication of information
The Autorité des marchés publics (AMP) can receive information from the public and exercise its powers in this respect in accordance with the Act respecting the Autorité des marchés publics.
Anyone who possesses information related to the AMP’s mandate can communicate such information to it.
Such information can pertain, in particular, to:
- non-compliance by a public body with the normative framework related to the tendering or awarding process respecting a public contract;
- non-compliance by a public body with the normative framework related to the execution of a public contract;
- the contract management of a public body;
- changes in government procurement;
- the contracting practices of a public body;
- a problematical situation that affects competition in government procurement;
- the lack of integrity of a business, one of its directors, partners, executive officers or shareholders;
- any other information related to the AMP’s mandate
The AMP accepts information from anonymous sources. However, it is easier for the AMP to conduct its investigations and verifications when it can communicate with the person who submitted the information since it can thus obtain clarifications.
The information communicated that does not fall under the AMP’s mandate is transmitted to the competent body. The information that you communicate to the AMP may fall under the jurisdiction of another body, in which case the AMP must transmit such information to the body concerned. If so, the AMP may request your permission to reveal, if need be, your identity to the other body, to enable the latter to contact you if necessary.

Protective measures
The AMP attaches considerable importance to preserving the anonymity of individuals who communicate information to it. Moreover, it has a legal obligation to take all necessary measures to ensure such anonymity.
Handling of the information received
A specialized team will conduct in a confidential, secure manner a preliminary analysis of all of the information received. If the AMP deems it relevant to do so, it will conduct a verification or an investigation. In such a case, a verification and investigation officer may contact the person who communicated the information.
